Vice President (VP) Business Development

About the Role

The VP Business Development is responsible for creating and executing a comprehensive strategy to develop expanded business opportunities either through geographic or product expansion. This leader is accountable to gaining direct knowledge of state priorities, translating that knowledge into tactical development plans, and building and maintaining relationships with key influencers and stakeholders. The VP is responsible for identifying and developing relationships and partnerships that drive competitive differentiation and creating internal alignment to these relationships and partnerships to ensure integration into the broader business strategy. The leader is accountable for developing the procurement strategy to enable the development of innovative and differentiated solutions, compelling proof points, and unique approaches to partnership with providers, community and faith-based organizations and other stakeholders. The leader will be the key strategy lead in the development of procurement responses including ensuring organizational alignment to the strategy, advocating for appropriate operational capabilities, identifying opportunities to enhance the operating model, and ensuring compelling representation of capabilities.
Primary Responsibilities:
• Develop strategy to enable organizational expansion into new geographies or the addition of new products and/or populations to an existing relationship
• Build local relationships to influence program design and ensure competitive positioning
• Develop a clear understanding of the political dynamics related to the growth opportunity and partner with internal and external resources to ensure optimal organizational position
• Translate state program goals into meaningful and actional growth strategy
• Identify potential unique partnerships, develop relationships, and translate partnerships into competitive position and organizational asset
• Drive procurement strategy including translating state goals to support development of unique solutions and compelling procurement message
• Serve as resource to internal teams to translate state goals and strategic direction
• Actively drive procurement response content in partnership with leaders and subject matter experts to ensure differentiation and alignment to state strategy
• Identify and maintain relationships that will inform strategic direction including providers, community and faith leaders, and other stakeholders
• Serve as spokesperson externally and represent the organization as asked with policy makers and stakeholders
• Serve as external expert on organizational capabilities and advocate for program design elements with policy makers, providers, and stakeholders

Requirements

Required Qualifications:

• Undergraduate degree

• 10+ years of business development experience

• 5+ years of procurement experience

• Proven effective at building mutually beneficial executive-level relationships, both internally and externally

• Ability to travel and work flexible hours to accommodate procurements
